John D. Carter (“JC”) is a federal trial lawyer with over two decades of courtroom experience. His vigorous representation has led to victories for his clients in over 20 states. He has been lead counsel on several hundred federal lawsuits involving the National Flood Insurance Program. Further, he has aggressively represented clients and guided them to victory in RICO and civil rights lawsuits.

As a federal trial lawyer, he has extensive knowledge in U.S. constitutional law, complex federal regulatory schemes, and civil rights. He is passionate about his work. Combining this passion, knowledge, and litigation experience, he has been victorious in the courtroom, as well as having excellent success negotiating favorable settlements.  Recent victories have come for his clients in Spong v. Fidelity Nat’l. Prop. & Cas. Ins. Co.(NFIP) and in Virginia in Slay’s Restoration, LLC v. Wright National Flood Ins. Co. (RICO).

In addition, JC has been confirmed in positions of public trust. He began his public service while in law school at the Loyola Law Clinic providing legal assistance to those of limited means. He was one of the first lawyers to represent disadvantaged individuals with the New Orleans Bar Association’s Modest Means Panel. JC also partnered to protect the rights of the elderly with the Governor’s Office of Elderly Affairs. Later, JC served as a Special Assistant Attorney General for the State of Louisiana, and until recently he was the General Counsel to the Louisiana Chiefs of Police Association.

JC is a public speaker, presenter and teacher. He has lectured in many public forums and at continuing legal education courses on the National Flood Insurance Program, civil rights, police liability and use of force.
